“Many Chinese business women ventured into the world. If they pool together their intelligence and unite in solidarity, they will maximize the exchange power of world information, dive forward industrial and commercial development, promote the economic development of Taiwan and the world, and extend the true citizen's diplomacy worldwide", said the late Honorary Chairperson, the founder of the World Federation of Chinese Business Women, Ms Zhou Wen-Ji (周文璣) and quoted in remembrance. Under such high ideals, Ms Zhou founded the R.O.C. Federation of Business Women in 1980, which expanded into local communities, as well as Europe and America in a short period of time. On June 3rd 1994, Headquarters Chairperson, Ms Zhou, called upon the chairpersons of the local chapters to have a conference at the Sheraton Hotel San Francisco and announced the founding of the Global Chinese Federation of Business Women.

In October 1997, Ms Ke-Du Rui-Qin (柯杜瑞琴) resumed the position as the new Chairperson of the Federation and took over Ms Zhou's ideologies. To continue the mission of the Federation and open a new horizon, Chairperson Ms Ke-Du, set four goals- Envisioning the world, embracing the trend, establishing a network, and developing economies and trade, and dedicated her life to the work of the Federation. In November of the same year, the Federation changed the name to the Global Federation of Chinese Business Women, in the aim of breaking through the geographic boundaries. With the new name, the Federation applied to the Ministry of the Interior of the R.O.C. for official registration and the founding party was held in Taipei on April 28th 1998. On October 18th of the same year, the Capital Hill Washington DC Chapter held its founding party and Ms Jiao Xiao-Yun (校筱雲) presided as the chairperson. On December 6th, the R.O.C. Federation of Chinese Business Women was established, which brings the total number of domestic chapters to 16 with over 1,000 members. In April 1999, the Federation hosted the Creating Business Opportunities in the 21st Century Series events in Houston, Texas, USA.
